Position Summary
Develops advanced concepts, techniques, and standards; viewed as expert within the corporation. Develops solutions to problems of unusual complexity scope that require a high degree of innovation and ingenuity. Work performed under consultative direction toward long-range goals and objectives. Prime consultant to management and internal and external spokesperson for organization on highly significant, major matters.
Core Responsibilities
• Project controls decision making.
• Supervise major projects cost, planning and scheduling, estimating, analysis and control activities as well as provide technical and operational supervision to assigned personnel.
• Must prepare and present cost schedule and estimate information to Management and clients and is responsible for the coordination of and maintaining quality of reporting.
• Work closely with the Project Manager, project team members, and supervisory level personnel of other departments and project service groups as well as contact with client management.
Qualifications
• Engineering or construction based degree or diploma
• Extensive years related experience with strong written and oral communication skills. Requires knowledge of engineering, construction and business management as well as technical cost/estimating, engineering design and construction practice.
• Must have a demonstrated ability to plan, organize, direct, perform, review and present cost engineering and cost estimating projects with a minimum of supervision.

Role
To provide commercial support to the Project Manager on a specified contract, primarily by preparation of regular client project cost reports, project variation control and maintenance, and client monthly accrual valuations
Responsibility
• Perform all tasks and prepare all information in accordance with the company’s policies, processes and procedures.
• Prepare regular cost reports and issue to Project Engineers for onward submission to client.
• Control and maintenance of project variations.
• Liaise with procurement and planning departments with respect to project commitments and cost phasing.
• Preparation of regular monthly accrual valuations and ensuring these are presented to clients in a timely and correct manner.
• Check monthly client invoices prior to submission.
• Provide commercial support to Project Managers in the preparation of annual budgets and re-forecasts.
• Provide guidance and occasional supervision to Commercial Co-ordinators and Assistants with preparation of client billings and assistance in the preparation of project cost reports.
Qualifications and Experience
• Degree qualified (or equivalent) in a relevant subject.
• Extensive experience in a Cost Engineering role, with previous experience at Lead/Principal level.
• Must have extensive experience in the Oil and Gas industry.
• Will be a self-starter and demonstrate a high level of initiative.
• Will have excellent communication and computer skills
• Must be a team player

Main Duties:
The role exists in order to provide independent inspection to projects and contracts for equipment delivered to our customers. The inspector will undertake specific activities on behalf of the assurance function as required.

Key result areas:
Arranging and carrying out inspection assignments
Carry out risk assesment prior to inspection assignments taking place
Witnessing of specific tasks (functional testing etc)
Review and endorsement of specific documentation throughout project lifecycle
Reporting of inspection assignments
Final release of procured items

Project Engineer would be expected to work within the guidelines set out in the Project Plan, and would receive guidance and some supervision from a more experienced project manager at level 3 or 4.
