NRL are recruiting on behalf of a large engineering company for a Lead Commissioning Team Leader to be based in West Cumbria.


About the role:

The Lead CTL has a functional reporting relationship with the Commissioning Manager and an operational reporting relationship with the Project Delivery Manager.

The Lead CTL manages a multi discipline commissioning team and has Area CTLs and Lead Engineers reporting to them.

The Lead CTL manages the commissioning of the facilities and handing them over to the operations team in compliance.

The Lead CTL is responsible to:

  • Ensure Safety is the highest priority on the project with a continued strive towards Zero Harm. They ensure that they are a role model for all aspects of safety, ensuring a proactive approach to nuclear, radiological, conventional and environmental safety
  • Ensures Optimisation of commissioning resources across the project and actively follows and promotes the ‘one team approach’ across the JV and SL organisations
  • Manage commissioning teams working shift rotations and unsocial hours
  • Manages the handover interfaces with construction and operations
  • Forecasts the commissioning resource requirement, takes part in the recruitment process and works to create a cohesive commissioning team
  • Ensures the commissioning team are SQEP to SL and JV requirements
  • Produces weekly and monthly reports for inclusion into the overall JV project report
  • Review commissioning progress and performance and taking appropriate corrective actions where necessary
  • Actively drives progress to meet schedule deadlines
  • Share learning and best practice across the commissioning function, incorporate learning from wider parent organisation activities and capture project lessons learned to support innovation
  • Manages execution of the arrangements for controlling, witnessing, recording and assessing the results of commissioning tests
  • Supports the Commissioning Manager in the production of the relevant commissioning reports specifically the Inactive Plant & the Inactive Safety Commissioning Reports (IPCR, ISCR), which are fundamental requirements for the client to apply for the endorsement to carry out active commissioning and the subsequent site licence
  • Liaise with the Client/NDA/ONR in relation to all commissioning issues as required
  • Ensure the relevant risks are identified early and managed / mitigated as appropriate which includes regular monitoring of any residual risks
  • Support the development of a collaborative project culture in line with Collaborative Working Plan
  • Delegates for the Commissioning Managers role & responsibilities in their absence
  • Actively drives continuous improvement within the commissioning process


What you will need:

  • Commissioning knowledge and experience within a similar managerial role for either nuclear or conventional systems commissioning
  • HNC/HND in Engineering related subject is preferred
  • Completions Management System experience
  • Project management knowledge including APM would be advantageous
