NRL are currently recruiting for an experienced Procurement Manager to work on a contract basis for one of our leading defence clients. This is a full time requirement, working 36 hours per week and will be based at Devonport Dockyard in Plymouth. 

Overall Department Direction:
The Infrastructure & Services Procurement team is about to embark on a transformation programme with the inception of a new framework contract targeting ~£130M of spend over the next 5 years, focusing on predominantly construction and infrastructure projects. To support this programme the team is looking to expand its capability with the addition of a Strategic Programme Procurement Specialist. 

Main Purpose of Role:
Working with a variety of departments within the business the Strategic Programme Procurement Specialist will be responsible for managing key areas of spend within a wider construction framework, alongside managing a series of high value, complex individual contracts. 

The role will involve bringing new ideas into the business from the supply chain and challenging internal stakeholders, customs and practices to enable a transformative approach to delivery of procurement activities and project delivery.  

What You Will Need:
  • Proven ability to negotiate with and manage subcontractors, including excellent supplier relationship management
  • A highly experienced procurement/commercial practitioner
  • A great influencer, demonstrable experience of leading change initiatives
  • Demonstrable experience in effectively leading high value, complex sub-contracts
  • Experienced in the application of best practice procurement principles/techniques
  • Strong commercial acumen
  • Clear understanding of terms & conditions and comfortable with negotiating changes to them
  • Experience in construction/infrastructure (including the use of NEC contracts) an advantage
  • Strong analytical skills and capable of working under pressure
  • Qualified to degree level or equivalent
  • MCIPS or equivalent qualification
  • NEC contract knowledge preferable
