Working with a large engineering consultancy, NRL are looking for a Resourcing Manager to work on a large nuclear / Sellafield framework. This is a long term contract position (inside IR35) and starts on full time basis and could drop to 3 days per week once settled (if desired).

This will be based out of Warrington but any location possible with ability to accommodate UK travel as required.

The Role:
To develop and deliver the Resource Management Plan that ensures the resourcing needs are proactively identified, understood, and satisfied and that resource management performance metrics are continuously improved upon:
  1. Development and implementation of the Resource Management Model (inc. processes, systems, tools, & reports)
  2. Identify and implement opportunities for continuous improvement w.r.t. Resource Management Model
  3. Facilitate development, maintenance, and use of the Demand and Provision forecasts
  4. Based upon Demand and Provision Forecasts, identify upcoming capability gaps and provide / facilitate suggested courses of action
  5. Facilitate development and maintenance of workshare forecasts (in conjunction with Operations Manager)
  6. Facilitate identification and recommended allocation of upcoming work packages (escalating where necessary)
  7. Lead and / or support resource management initiatives as appropriate 
  8. Develop and maintain Resilience Plans and Succession strategies for key Axiom Resources
  9. Ensure compliance of Resource Management Processes with Contractual, Site License, GDPR, and other requirements
  10. Develop and maintain knowledge of supply chain capability in order to correctly identify possible support partners and with a view to identifying gaps, and / or partner opportunities
  11. Monitor Head-count statistics in order to identify variances / trends / risk / opportunities that require intervention
  12. Lead on Resource Management Reporting (with Support from Resourcing Co-ordinator and Operations Teams)
  13. Lead on IR35 Matters 
  14. Lead on the initiatives and interventions required to bring about a continuous improvement to Resource Management Performance Metrics
  15. Liaise collaboratively with partners and / or demanders on resourcing matters as appropriate
  16. Chair resource management forums as appropriate (e.g. partner resource management group)
  17. Represent the client on resource management matters
  18. Develop, maintain, and monitor effectiveness of  Resource Allocation Strategy
  19. Identify succession and / or redeployment opportunities to retain tacit knowledge
