Commissioning Superintendent

Location: UK 

12 month project

Currently recruiting for a Commissioning Superintendent to support there client on a 12 month duration project. 

Responsibilities:
  • Provide deputy support role to Commissioning Manager
  • Support the safe and timely preparation and execution of the Project Commissioning work scopes, in adherence with Project HSEQ safety requirements, procedures and practices
  • Support the development and ongoing management of the Commissioning teams and interface with other Project discipline Managers/Leads, Client and Vendors / Sub-contractors
  • Support, manage and maintain commissioning team appointments and adherence as per the approved Indirects (reimbursable) commissioning discipline manpower staffing plan  
  • Ensuring all Commissioning activities are carried out in accordance with Project procedures in a safe and environmentally responsible manner
  • Support development  / approving / executing  Commissioning deliverables as per approved MDR: Execution plans, Strategies, Procedure, Schedules.
  • Support and manage Commissioning activities in accordance with the Project schedule / budget and ensuring high standards are maintained during all phase of the project:
  • Home Office (HO) commissioning development and support to Engineering and Project Teams e.g.;
  • HAZOPs
  • Model Reviews
  • FAT’s
  • Smart Completions configuration and implementation
  • Final LOSH Markups
  • Site execution phase, supporting and managing:
  • Walkdowns support to Quality Team
  • Internal support to Completions management team
  • Pre-commissioning
  • Commissioning (No Flue Gas)
  • Commissioning (with Flue Gas) by Client with Worley Commissioning Contractor support
  • Interface with Worley Construction Contractor for commissioning deliverables

Key aims and objectives
  • Ensure compliance with all Project HSE goals
  • Ensure all Commissioning personnel are aware of and implement safe working practices / procedures and are provided with a safe working environment
  • Manage, support and develop Commissioning personnel 
  • Effective liaison with Client / Vendor / Sub-contractor representative
  • Support and deliver commissioning capability at Project level, ensuring a consistent and efficient approach is implemented at all times
  • Maintain and deliver Commissioning activities within budget, and where applicable implement cost saving initiatives
  • Ensure Permit to Work (PTW) system is in place and maintained for all Commissioning activities at Site

Prime responsibilities and duties

  • Supervise and support day-to-day Commissioning activities / personnel in the safe and structured delivery of workscopes and processes, ensuring all applicable Site / Project safety procedures are fully and properly implemented.
  • Demonstrate high profile and visible safety leadership by example and communication with teams
  • Constantly strive to obtain maximum productivity and economical use of labour and equipment in order to keep costs within budget
  • Study, assess and verify all Commissioning drawings, specifications and instructions and escalate any issues identified
  • Assist in the development, issue and updating of all applicable Commissioning strategies, procedures / working practices and system / sub-system boundary P&ID's required for the delivery of the Commissioning process - ensure compliance with all Project standards, specifications and procedures
  • Ensure that all work is to the required standard and that all drawings, specifications, inspections and certifications are strictly adhered to as well as all interface with Worley QA team
  • Liaise with the Project Engineering office to ensure P&ID's and other drawings are produced in line with Commissioning requirements
  • Co-ordinate the mobilisation and de-mobilisation of Commissioning resources to meet schedule requirements
  • Oversee the preparation of Commissioning activities and ensure these are approved and input into the overall Project schedules
  • Ensure, before any work commences, that all items of material, equipment, scaffolding etc. required are available to avoid abortive and unproductive use of labour. Liaise with Project personnel to identify and deliver early Commissioning / Project gains
  • Approve all system / sub-system Commissioning completion sign-off certification as per project milestones
  • Support and participate in establishing & maintaining the Systemisation LOSH as per P&ID’s mark-ups. 
  • Provide Commissioning input into Project design during the Project design phase in the Home Office
  • Support and manage development of Commissioning Test Procedures (CTP’s) and associated logic diagrams
  • Monitor and report Commissioning progress as per the Global Power Bi reports standard on a regular basis as per project requirements and frequency and escalate any issues / concerns
  • Manage / review all change control associated with the Commissioning process as per the Project MoC process
  • Audit Site / Project activities on a regular basis to ensure all compliance with Project safety, environmental and quality requirements
  • Interface with Project Management and Client representatives on all matters applicable to Commissioning, providing accurate reporting on status including identification of issues or concerns which may impact Project delivery
  • Liaise with Client representatives to ensure, where applicable / required, Commissioning data / services are supplied/managed e.g. Third Party Commissioning Service Provider (provision of Field Supervisors and Technicians) and Cleaning Services Sub-contractor appointed by Client and managed by Worley Commissioning Team
  • Liaise with Construction / Completions teams in the development of Project handover strategy and sequence and provision of complete Handover / Turnover Dossiers.
  • Attend Permit to Work meetings and approve work permits as applicable.
  • Maintain primary contact and a good working relationship with Vendors / Sub-Contractors Management and site representatives. Be fully familiar with their methods of Commissioning, scheduling and procedures to resolve any apparent conflicts and ensure they are fully aware of their obligations and responsibilities.
  • Ensure, before any variation work is carried out by a Vendor / Sub-Contractor that an authorised instruction has been provided as per approved project procedures
  • Authorise or refute all Vendor / Sub-Contractor claims for delays, waiting time or abortive work

Qualifications:

Qualifications / Training

Essential:
  • Minimum HNC in an Engineering related subject or
  • Recognised Site discipline background
  • Fully conversant with Project Management Systems with extensive knowledge of Project Construction practices and procedures
  • IT Literate with experience in management of databases
  • Oil and Gas background 

Experience

Essential:
  • Demonstrate experience in similar role or Senior position in Commissioning with strong leadership and communication skills
  • Knowledge and skills to manage a diverse group of technical commissioning personnel
  • Delivery focused on proven experience in achieving Project goals whilst maintaining high standards in HSEQ at all times
  • Extensive knowledge of the Commissioning process, its implementation and management
  • Experienced in the production of detailed procedures / documents / reports
  • Experienced in the management of personnel and all aspects of team working
  • Extensive knowledge of HSE safe working practices / procedures
  • Able to deliver training to personnel within the Commissioning teams - commitment to develop team members
  • Able to interface and interact with Management and Client representatives at all levels
  • Detailed understanding of planning systems and their use in the execution of Commissioning as well as Project work scopes
  • Detailed knowledge of the Commissioning process and associated systems
  • Detailed knowledge of Permit to Work (PTW) systems
