Senior Drainage Engineer
Asset Management (Flooding and Drainage). Supporting the Flooding and Drainage commissioner on delivery of drainage projects. To lead the technical direction of various highway infrastructure assets.
  • Develop and maintain asset inventories and condition databases to support evidence-based decision making
  • Plan, manage, and deliver a county-wide programme of inspections, surveys, and assessments across all asset types, ensuring compliance with national standards and statutory obligations.
  • Analyse asset condition data, performance trends, and risk factors to inform lifecycle planning, prioritisation, and long-term investment strategies.
  • Prepare and manage annual and multi-year maintenance and renewal programmes, ensuring alignment with corporate objectives and value-for-money principles.
  • Act as project sponsor for capital and revenue-funded asset improvement schemes, ensuring effective delivery through the Programme Delivery Office.
  • Provide expert technical advice and guidance to internal teams and external stakeholders on asset-related matters, including design, maintenance, and statutory procedures.
  • Monitor contractor and supplier performance, ensuring works are delivered to specification, on time, and within budget.
  • Lead the development and implementation of asset management policies, standards, and procedures, promoting consistency, innovation, and continuous improvement.
  • Support the relevant Commissioner in developing and delivering prioritised commissions, contributing to strategic planning, funding bids, and performance reporting.
  • Undertake statutory responsibilities under the Flood and Water Management Act 2010 and Land Drainage Act 1991.
  • Coordinate with emergency planning during flooding incidents and supports surface water risk assessments.                                                             
  • Represent the Council in regional and national forums, technical working groups, and public or political engagements as required.                           
  • Ensure all asset management activities comply with Health and Safety legislation, including CDM regulations, and contribute to the Council’s risk management framework.
  • Promote the integration of GIS, digital tools, and emerging technologies to enhance asset monitoring, reporting, and decision-making.
  • Manage devolved budgets and resources effectively, ensuring robust financial control and reporting.
  • Provide leadership, line management, and professional development support to technical teams, fostering a high-performance and collaborative culture.
  • Contribute to the Council’s climate change objectives by embedding sustainability and resilience into asset planning and delivery.
  • Deputise for the Flooding & Drainage Commissioner in public forums, tactical coordinating groups, political engagement, and partnership collaboration where appropriate to support strategic oversight and responsibility of key operational, tactical and partnership duties.
