JOB TITLE: SENIOR CONTRACTS ENGINEER

A rare and exciting opportunity has arisen for a Senior Contracts Engineer to join the Well Engineering Supply Chain team, in a staff capacity, to implement a suite of LOGIC Master Framework Agreements. The successful individual should be organised, driven, and dynamic. Initial requirements for the first 6–12 months will be as follows:

KEY RESPONSIBILITIES:

  • Finalise LOGIC Master Framework Agreement forms of agreement, including but not limited to: Well Services, On and Offshore, Major Items of Plant and Equipment, and Purchase Orders terms and conditions.

  • Agree on the MSA Implementation Plan with management stakeholders

  • Manage and effect the MSA Implementation Plan

  • Manage the negotiation of new LOGIC Master Framework Agreements for a suite of approximately 60–80 contractors.

  • The Senior Contracts Engineer is required to work closely with the Subcontracts Manager, technical specialists, and functional support to ensure placement of contracts within Petrofac Best Practice, group and business guidelines, procedures, and protocol.

  • Work with junior SCE’s to administer the contract library and contract register.

  • Rig contracting: managing tenders; contract negotiation for the direct contracting of drilling units and vessels. Working alongside in-house subject matter experts.

  • Input to and update the EPS West subcontracts plan, ensuring that it is delivered and any tendering activity is listed on the FPAL forward work plan

  • Development of subcontract strategy papers and plans for designated client well operations

  • Prepare, issue and manage multiple Invitation to Tender (ITT) packages covering objective evaluation and award

  • Prepare and issue the selected contractors approved contracts and deal with subsequent contract amendments, call-offs, purchase orders, and any client ITT input.

  • Where appropriate, develop negotiation strategies and deliver optimised results   

  • Liaise continuously with technical teams (well, Engineering and also Logistics), clients where appropriate and sponsor departments

  • Maintain and log all subcontract change authorizations and amendments

  • Where appropriate liaise with legal, tax, insurance and compliance to obtain their input into subcontracts

  • Perform rate analysis and maintain the benchmarking catalogue.

  • Work with the Business Services lines to negotiate Master Services Agreement subcontract terms with suppliers in line with Petrofac Best Practice and prepare justification for any significant exceptions for senior management approval

  • Ensure any agreed subcontract position is approved in line with the Delegation of Authority Matrix, where appropriate and ensure full back-to-back coverage with client contracts

  • Prepare subcontract approval paperwork (subcontract Tender Board (RRC) paperwork) where required in support of ITT’s and awards

  • Gain a full understanding of company procedures and processes and follow these principles in all aspects of the role

  • Ensure strict confidentiality of all allocated subcontracts and ITT processes

  • Provide support to business development activities

  • Support project managers in presenting the company’s position to suppliers and advising managers on their subcontract rights and obligations.

  • Lead and promote a performance culture, including focus on performance and value creation

  • Assist in the resolution of subcontract claims and disputes.

  • Contribute to the contractor performance review plan and be responsible for carrying out performance feedback reviews in accordance with the plan

  • Support General team delivery, including ad hoc requests as required.

Essential Qualifications and Skills:

  • Ability to deal with contractual qualifications efficiently and effectively

  • Working knowledge of various remuneration models

  • Experience in drafting and working with contracts for all tiers of suppliers in differing commercial and contractual arrangements

  • Proven negotiations skills

  • Self-motivated with a strong ability to work proactively and independently against tight deadlines

  • Team player with an open but strong working ethic

  • Excellent communication and presentation skills

  • Experience in a similar role with Well Services scopes.

  • Oil and gas experience in negotiating contracts and subcontracts
