I am recruiting for a Construction Assurance Manager to provide specialist constructability support and expertise to the HS2 Project. Based in Birmingham. 12 months contract. Hourly rate based on experience, inside IR35. Would you be interested or know anyone suitable?

Job purpose:

The Construction Assurance Manager (CAM) will support the Senior Construction

Assurance Manager (CAM) in providing specialist constructability support and expertise to the HS2 NEC3 Project Manager. The post holder will also undertake arisk-based approach to the assurance of the constructability of the Works, whilst maintaining standards of health and safety, and supporting the required project delivery outcomes, namely, quality, environmental impact, Undertakings and Assurance (U&A) obligations. The post-holder will work closely with HS2 Project Managers, the HS2 QHSSE Compliance Manager, and the Stakeholder and Interfaces Manager and Integrated Project Team (IPT) in undertaking their role.


Reporting relationships

  • Construction Assurance Manager

  • In line with the HS2 client model, lead and manage performance of the directorate and the supply chain to deliver the integrated design, engineering, planning and delivery for Construction.

  • Integrate and manage interfaces including relevant strategic and local stakeholders to enable the effective delivery of Construction.

  • Ensure we meet our requirements in accordance with the obligations set out in the Development Agreement and any associated Undertakings and Assurances.

Responsibilities:

  • Responsible for supporting the Senior Construction Assurance Manager in undertaking Constructability Assurance, taking a risk-based approach.

  • Supporting HS2 Project Managers by providing specialist advice and expertise at all stages of the construction process for help in administering the contract.

  • Co-ordinating and undertaking safety tours and other site based HS2 safety practices.

  • Responsible for supporting the NEC3 Supervisor in discharging their duties under the Contract.

  • Responsible for supporting the NEC3 Project Manager in discharging their duties under the Contract.

  • Responsible for supporting the functional teams in assuring that the works are adhering to U&A’s, Environmental Minimum Requirements and Code of Construction Practice requirements.

  • Support the Senior Construction Assurance Manager in managing HS2 cross contract interfaces with respect to constructability.

  • Assisting the Senior Construction Assurance Manager and HS2 Project Managers with the HS2 CDM Assurance Process to enable release of the Hold Point Release Letter.

Skills:

  • Problem Solving – the ability to identify problems and review related information to assist in the development and evaluation of options and the implementation of solutions, including the ability to manage and plan workstreams, considering the competing demands of stakeholders, cost, time and quality.

  • Decision Quality - Gathering and synthesising information, identifying options and applying sound judgement based on logic and reason to propose options to the CAM and / or Senior Project Manager using key facts and data.

  • Building Relationships – ability to establish and maintain relationships with internal and external stakeholders and suppliers to resolve emergent risk situations.

Knowledge:

  • Knowledge of NEC3 Contract and Supervisor responsibilities along with general management principles and operation of matrix organisations

  • Knowledge of UK construction regulations including Construction Design Management (CDM) and Construction Safety Management requirements

  • Knowledge and experience of site-based processes and procedures for health, safety and environmental management

  • Understanding of risk identification and management

  • Understanding of construction planning and ability to follow and monitor progress against a project programme.

  • Degree level qualification in civil engineering, construction or building science or the equivalent experience.

Type of experience:

  • Construction experience of large-scale Civil Engineering projects including earthworks, bridges and structures construction and ground engineering Behavioural Competencies:

  • The post-holder is expected to behave at all times in a manner consistent with HS2 company values.

  • This role is responsible for providing construction assurance and specialist advice to the HS2 IPT team. This must be for a programme of work within the specific stated geographical, or project area only unless specifically instructed otherwise by their line manager

The following decisions are referred for approval:

  • Jobholder escalates decision-making to the CAM on critical matters that impact programme delivery.

  • The position holds no budget responsibility however it is expected that consultation on budget and risk issues will form part of assistance provided to the Project Manager

  • The Construction Assurance Manager will be auditing and assuring contract works up to the value of £100m per year

  • Head of Construction Assurance Management

  • Requirement to leverage multiple HS2 Client functions to enable delivery of complex civil contracts

  • Take reasonable care to ensure your own and others’ health and safety – including those who may be affected by the day-to-day delivery of this role – by taking personal responsibility for working to the HS2 Safe at Heart programme principles.

  • Co-operate with HS2 in all matters relating to health and safety, including following safe working procedures at all times and not interfering with measures in place to protect your health, safety or welfare.
