An SC cleared Engineering Infrastructure Project Manager is required in Portsmouth to support a major defence client on a high‑profile, complex estate development programme within a secure naval environment. This is a contract role, operating on a hybrid basis with a minimum of two days per week on site.
This role sits firmly at the
planning and design stage of a substantial long‑term programme. You will be supporting the early development of a site‑wide masterplan and RIBA Stage 2 design for a circa £900m accommodation programme. This is not a construction delivery role — the focus is on infrastructure design management, stakeholder coordination and client‑side leadership.
You will work within a multi‑disciplinary project team, managing internal client resources and helping shape the technical and strategic direction of the programme at a formative stage, where decisions genuinely matter.
Key responsibilities include:- Delivering client‑side infrastructure project management services within a secure defence estate
- Managing and coordinating infrastructure design activities to support a site‑wide master plan
- Supporting development through RIBA Stage 2 design, ensuring scope, programme and outputs remain aligned
- Leading and coordinating internal project team resources and stakeholders
- Applying NEC4 principles where appropriate (experience preferred, training can be provided)
- Working collaboratively with technical, commercial and assurance functions
To be suitable for this role, you will ideally bring:- Proven infrastructure design management experience (essential)
- Around 4–5 years’ post‑graduate experience in a relevant project environment
- A degree‑level qualification and a recognised professional project management qualification
(APM PMQ, CPP or similar practitioner‑level certification considered) - Experience working on complex, regulated or secure sites
- Active SC Security Clearance (essential)
Contract details:- Initial 6‑month contract
- Hybrid working: minimum 2 days per week on site in Portsmouth (up to 3 during peak periods)
