Summary

We are looking for an experienced professional to provide procurement and supply chain assurance on a major infrastructure, construction, transport, rail, highways, utilities or energy construction projects programme. This role involves working across procurement, commercial, and supply chain teams to ensure efficient, compliant, and value-driven procurement activities. It’s an excellent opportunity for someone with strong infrastructure expertise to make a significant impact on programme delivery.



Location and Working Pattern

London – on-site with potential for some flexibility as agreed with the project team.


Client Overview

Our client is a leading global professional services organisation delivering engineering, technical and consultancy solutions to major infrastructure programmes.


Responsibilities

• Provide assurance and oversight of procurement and subcontracting activities across the programme.
• Ensure compliance with approved Procurement and Subcontracting Plans.
• Review and challenge procurement strategies to achieve value for money and align with programme objectives.
• Coordinate and maintain a forward-looking procurement pipeline.
• Align procurement schedules with construction and delivery programmes, escalating risks and delays when necessary.
• Review tender documentation including PQQs, SQs, and ITTs, supporting clarification and negotiation activities.
• Monitor procurement progress, forecast SME/local spend, and report on KPIs and performance data.
• Identify lessons learned, drive standardisation, and lead continuous improvement initiatives across supply chain functions.

Must-have Requirements

• Degree in Procurement, Supply Chain Management, Quantity Surveying, Business Management, Engineering, or a related discipline.
• Extensive experience in procurement, supply chain, commercial or subcontract management on major infrastructure, construction, transport, rail, highways, utilities or energy projects.
• Strong knowledge of procurement governance, tendering processes, and supplier management.
• Skilled in reviewing tender documentation, evaluation reports, and procurement strategies.
• Excellent communication skills and stakeholder engagement experience.
• Ability to analyse procurement data and provide strategic recommendations.

Nice-to-have Skills

• Professional membership with CIPS, RICS, APM, CIOB, or equivalent.
• Familiarity with public procurement regulations and infrastructure frameworks.
• Knowledge of NEC contracts and subcontract management.
• Experience managing SME engagement and local supply chain initiatives.
• Understanding of supplier performance management and KPI reporting.
