Job Title Quality & Turnover Engineer
Summary We are seeking a skilled Quality & Turnover Engineer to join a major infrastructure project in the Netherlands. This role is ideal for candidates with strong civil and structural experience who excel at quality assurance and turnover management in complex engineering environments. Location and Working Pattern- On-site role based in Leiden, Netherlands
- Frequent site inspections and walkdowns (not office-only)
Client Overview Our client is a global engineering solutions leader delivering complex and sustainable projects. They are dedicated to excellence in safety, quality, and technical delivery.
Responsibilities- Implement and monitor Project Quality Plan (PQP) and Inspection & Test Plans (ITPs) for civil, structural, and architectural scopes
- Conduct inspections and monitor concrete pours, steel erection, and envelope work compliance with Dutch/EU codes
- Review quality documentation, certify materials and close out non-conformances (NCRs)
- Manage turnover dossiers, including as-built drawings, inspection records, O&M manuals, and test certificates
- Coordinate punch lists, walkdowns, and progress tracking in turnover documentation systems
- Liaise daily with construction, subcontractors, and engineering teams to resolve quality issues
- Support audits, prepare progress reports, and ensure lessons learned are applied
Must-have Requirements- EU citizen or valid right to work in the Netherlands
- Bachelor’s degree or equivalent in Civil Engineering, Structural Engineering, Architecture, or Construction Management
- 3–7 years’ experience in QA/QC and turnover on industrial or infrastructure projects
- Knowledge of EU/Dutch construction codes (Eurocodes, NEN, Bouwbesluit) and CE marking
- Familiarity with ITP/ITR inspection processes and turnover documentation
- Experience with Aconex, Cemar, or SharePoint-based systems
- Strong communication in English; Dutch language is an advantage
Nice-to-have Skills- Experience on major EPC projects
- Knowledge of local Dutch authority requirements
