Key duties include:
- Provision of independent oversight of nuclear related activities, promoting attitudes and behaviours that encourage constructive challenge
- Provision of independent advice and guidance to the Chair of the Board, the Devonport Royal Dockyard Ltd (DRDL) Board, Managing Directors and the wider organisation
- To ensure effective interface with the external regulators (including internal stakeholders) in relation to nuclear, radiological, conventional, environmental, environmental permitting, fire and, security of nuclear and hazardous materials matters for facilities across the DRDL site
- To lead the independent assessment of the businesses emergency arrangements exercise programme both onsite and offsite and, in the event of an onsite emergency, to act as an independent member at the various Devon and Cornwall Police Command centres. Providing advice, as required, and ensuring that the chain of custody for records are maintained
- To lead site investigations into events that may lead to enforcement action as directed by the Executive Committee or Board
- To use defined escalation routes including management reviews, referral to DRDL Managing Directors, and/or taking enforcement action following discussions with the Managing Director DRDL
- Professional development of INO staff to further develop team capability
- To act as a role model for health and safety behaviours and actively participate in the Visible Leadership Programme
- Extensive experience of implementing, advising, or regulating HSSE arrangements;
- Ability to think independently to identify trends, behaviours and insights that could improve safety performance;
- Good analytical skills to support critical reviews of performance;
- Clear, concise communications skills – written and verbal;
- Ability to build relationships and team working at all levels to establish networks and use them for influencing;
- Skill and tenacity to deliver complex and occasionally unwelcome messages under possible challenging situations;
- Track record of regulatory engagement would be an advantage.
- Detailed knowledge of LCs and ACs and how they are complied with on site.
- Personal drive and determination, but capable of delivering sound judgements often in a pressurised environment;
- An influential and persuasive approach to achieving objectives, emotionally resilient – able to get the job done in difficult circumstances and;
- The ability to work as part of a team, particularly within a programme management environment, to effectively plan, prioritise and be forward thinking with good investigative ability.
- Chartered membership of a relevant professional institution or able to demonstrate performance and / or experience at an equivalent professional level
- A degree, or equivalent, in an appropriate scientific or engineering subject
- National Examination Board in Occupational Safety and Health Diploma
- Nuclear Practitioner course Modules 1 to 4 (desirable) or Nuclear Warship Support Course (desirable)
- Qualification or significant experience in auditing and investigations at Business Unit, Company or Corporate level
