Overall Department Direction:
The Infrastructure & Services Procurement team is responsible for supporting a variety of indirect procurement activities across Devonport Royal Dockyard, including professional services, major & minor construction works and maintenance, maintenance. The team is about to embark on a transformation programme with the inception of a new framework contract targeting ~£130M of spend over the next 5 years. To support this programme the team is looking to expand with the appointment of a Programme Procurement Specialist.
Main Purpose of Role:
Reporting to the Procurement Manager the Project Procurement Specialist will be responsible for;
- Establishing project requirements and matching to the most suitable procurement route.
- Supporting the delivery of project objectives through the rigorous management of contract and supplier performance.
- Assuring Supplier Performance to time, cost and quality for contract requirements against scope of supplier responsibility.
- Work with other teams within the business to ensure procurement and commercial engagement is at the fore.
- Co-ordinate the process for tendering of work by Contractors & Consultants, ensure tender documents are prepared and dispatched to organisations invited to tender, and subsequent submissions are managed professionally up to and beyond including commitment for order placement.

- Experienced procurement practitioner with knowledge of current strategic procurement techniques and (Relevant experience in Sourcing & Procurement)
- Experience of working in complex project environments.
- Proven track record of delivering excellent supply chain performance.
- High quality communication ability, both written and orally.
- Understanding of contract terms and conditions and the ability to manage subcontract terms including flow-down terms from customer contracts.
- Deep understanding of planning and implementing supply arrangements, managing supplier performance and scheduling of deliveries.
- Understanding of cost models, for example in relation to the NEC models, familiarity with accounting practices, commercial audits, forecasting and valuations and supplier costing models.
- Delivery focused with a pragmatic, hands-on approach that enables strategies to be fully executed.
- Able to work in cross functional teams and manage stakeholders in an operational environment.
- Qualified to degree level or equivalent.
- MCIPS or equivalent professional qualifications.
