NRL’s client based in Grangemouth is looking to recruit a Cost Assurance Specialist on a PAYE contract basis until the end of the year.

The purpose of this role is;

  • To procure, administer, evaluate, challenge and report Refinery TAR spends on each event accurately and timely to ensure costs are within budget and monitored against approved estimate.

Key Accountabilities include;

  • Procure TAR Contractors in line with current Refinery process and procedures (NEC T&C’s)
  • Responsible for evaluating, challenging and reporting spend to TAR Leaders to assure event remains on budget
  • Analyse contract estimates and forecast costs to ensure they are accurate and will be maintained within the target cost or lump sum depending on contract strategy
  • Update Estimates & Budgets during the TAR to ensure Leaders understand the overall cost of the event and how much sanction will be required to execute the Scope
  • Interface with planning to ensure that cost and schedule progress are monitored
  • Support the development of budget phasing information in conjunction with planning & estimating to ensure realistic forecast of spend
  • Calculate actual spend and VOWD figures through consultation with various contractors and interrogating the various system on site (SAP, Maximo, Planning, etc.) to ensure cost report’s have accurate data when analysing data and reporting to leaders, then enter into PIMSL Engineering Control System (ECS)
  • Develop Forecast Final Costs figure for each element of spend to ensure accurate forecasting of the overall TAR
  • Monitor material purchases pre-event and during event to ensure materials are in accordance with the identified budget/estimate
  • Monitor and report on all owner costs to ensure manning levels are as requested and costs are accurate within the cost report
  • Collate and analyse all commitments to ensure that it remains within sanction and is reported accurately
  • Arrange journal transfers where costs have been allocated inappropriately/incorrectly to ensure proper cost allocation
  • Analyse spend on the event and report to Leaders on any unusual spend or unbudgeted spend to ensure the event will remain on budget
  • Maintain detailed referenced files and supporting documentation to give a complete picture/audit trail for TAR to ensure historical data is retained for future use
  • Analyse, validate and assess Variation Requests and Monthly Payment Applications from Contractors and 3rd parties
  • Certify payments in accordance with Refinery process and DOA
  • Assist with carrying out Contractor and 3rd Party Audits, as required
  • Maintain records pertaining to all Change Orders arising from variation requests
  • Allocate, validate and monitor usage of all Unallocated Provision (UAP)
  • Monitor progress information to validate forecast information
  • Assist/Advise Leaders on potential corrective actions pertaining to forecasted overspend
  • Assist with risk mitigation
  • Analyse, validate and process any claims arising, including EOT
  • Ensure efficient and timely financial close out of all TAR final accounts
  • Training and development of new/existing team members
  • Raise and monitor Work Orders and Purchase Requests in Maximo for time writing and the purchase of materials and services and ensure they are raised within budget constraints to facilitate cost control, and approved in accordance with DOA in a timely manner

What you will need?

  • Appropriate Quantity Surveying/Cost Engineering qualification and experience.
  • Post-Contract administration experience preferably in a large complex Oil and Gas Refining environment with a proven track record of administering complex and high value Contracts.
  • Skilled in the use of the systems on site to manage costs and control projects and TAR’s, familiarity with Maximo/SAP systems would eb an advantage.
  • Experience of working with a variety of Contract styles and arrangements. (NEC experience is preferable)
  • Able to work and communicate effectively at all levels and possesses strong interpersonal influencing skills.
  • Strong commercial awareness.
  • Strong negotiation skills.
  • Familiarity with the practical applications of PIMSL financial processes, specifically cost & estimating practices within a TAR environment.
  • Ability to manage time effectively to achieve targets and objectives within deadlines, particularly month-end.
  • Able to provide a service to a multi-client environment.
  • Membership of professional body preferred (RICS/ACostE)
