The Opportunity We are seeking an experienced Baseline & Change Manager to play a critical role within a major infrastructure delivery programme. Sitting within the Programme Management Office (PMO), you will be central to ensuring disciplined baseline management and robust, consistent change control across a complex, high-value delivery environment.

This role is key to ensuring that scope, cost, schedule, and forecasts remain fully aligned with approved changes, governed through a structured Investment Change Committee (ICC) framework. You will work closely with Project Controls, Change Engineers, and Delivery Teams to ensure changes are properly assessed, governed, and implemented, supporting successful programme delivery in terms of safety, cost, time, and quality.
Two positions are available, offering flexibility across Suffolk or London, with hybrid working.

Key Responsibilities
  • Support the Baseline & Change Lead in the effective operation of the change management framework
  • Coordinate and facilitate change management activities across the delivery programme
  • Act as the central point of contact for all baseline and change control queries
  • Develop, maintain, and promote effective baseline management strategies, plans, and procedures
  • Coordinate key inputs (Schedule, Cost, Risk, PMO) to enable end-to-end change control
  • Ensure governance processes are applied consistently and in line with reporting cycles
  • Support the production of high-quality monthly Baseline & Change reports
  • Manage weekly and monthly change routines, ensuring accuracy, consistency, and data integrity
  • Promote consistent application of project controls standards across the programme
  • Advise Project Managers, Change Owners, and Supply Chain partners on change control processes
  • Collaborate with Project Controls and Change teams to identify, assess, and implement changes
  • Facilitate and review change requests from engineering and delivery teams
  • Monitor the quality and completeness of change proposals against approved baselines
  • Deliver guidance, training, and materials to improve compliance and understanding across the programme
About You
You will bring strong experience within project, programme, or commercial controls, ideally gained on large-scale or regulated programmes. You are confident working within complex governance structures and comfortable engaging with a wide range of stakeholders.

Essential Requirements:
  • Degree-level education or equivalent professional experience
  • Proven experience in programme, project controls, or commercial management
  • Strong understanding of WBS/CBS structures and change control principles
  • Knowledge of governance, strategic planning, risk management, and major project delivery
  • Excellent facilitation and stakeholder management skills
  • Ability to work both independently and collaboratively in a complex environment
Desirable Experience
  • Professional certifications or memberships (e.g. APM, PMI, ICE, RICS)
  • Experience supporting strategic change on large infrastructure or construction programmes
  • Background working with contractors or consultants in regulated environments
  • Strong understanding of project controls processes and tools
  • Familiarity with project and programme management software
  • Knowledge of contract management, including EWNs and change workflows
  • Experience producing project documentation and governance reporting
  • Ability to chair meetings and facilitate workshops
  • Experience using Power BI or similar reporting tools
