I have an opportunity for an Estimator to support nuclear decommissioning projects in Harwell, Oxfordshire for one of my clients on a permanent basis. Previous nuclear industry is desirable though not essential, and any exposure to highly-regulated industry works would be appreciated.

Description:
  • Supporting bids
  • Prepare fit for purpose cost estimates across all key account areas and project categories that comply with company standards and processes and utilise methodologies appropriate to the project lifecycle stage
  • Liaise as required with engineering and other departments to obtain the necessary inputs required for the timely compilation of cost estimates
  • Ensure an appropriate Basis of Estimate is adequately documented for all cost estimates together with all necessary underpinnings
  • Present and support cost estimates through technical and commercial review process
  • Carry out peer review and benchmarking of cost estimates as required
  • Support and contribute to the collection & compilation of appropriate estimating norms to support the preparation of reliable & defensible cost estimates
  • Train and mentor less experienced staff in processes & tools to ensure cost estimates are prepared in a consistent and standard format across the company

Qualifications & Experience:     
  • Sound knowledge of all industry recognised estimating methodologies
  • Awareness of commercial & contractual arrangements
  • Awareness of recognised project management & project controls principles
  • Awareness of the application of recognised EVM & risk management principles
  • Minimum qualification: Level 2 or 3 Diploma in a relevant discipline or ECITB Certificate in Project Controls
  • Ideally working towards membership of the Association of Cost Engineers (ACostE) or Royal Institution of Chartered Surveyors (RICS)
  • Minimum of 5 years’ experience in the field of cost estimating, cost engineering or quantity surveying in a relevant industry sector (preferably nuclear)
  • Knowledge or experience in the use of commercially available estimating software
  • Experience in collection & analysis of actual costs with respect to developing norm and parametric based estimates
  • Experience in preparation of cost plans and estimates in a multi-disciplinary team environment
