NRL’s client based in Grangemouth is looking to recruit and HSE Advisor on a permanent staff basis.
About the role:
The post holder will provide support, advice and expertise on health, safety and environmental (HSE) technical and legislative matters on short and long term issues. This will the key aspects of:
- Providing technical and legislative knowledge on HSE matters
- Working with an area of the refinery business to promote HSE with employees and contractors
- Subject matter expert on business required topic(s) and advise the Refinery HSE Manager on related regulatory requirements
- Develop and deliver an area specific HSE Improvement Plan, agreed with the HSE Manager.
- The post holder is required to discuss operational HSE aspects with business line management including senior managers, wider leadership team (including team leaders and supervisors) and technicians to guide them to meeting compliance with HSE requirements and expectations
- Provide any necessary or required reports and summaries in discussion with Refinery HS&E Specialist(s) and the Refinery HSE Manager
- Support and coach the Refinery HSE team on the subject matter expert topic(s) and within the business provide associated professional advice and guidance to managers and supervisors
- Develop and present a business improvement strategy for the specialist topic(s) for endorsement by the Refinery HS&E Manager
- The post holder is expected to ensure that the business meets the minimums required by HSE legislation, regulation and guidance including the requirements of the HSE management systems. Key aspects are:
- Provide assurance to Day Managers of HSE compliance by monitoring of key performance indicators including occupational safety, process safety and environment elements
- Provide assurance to managers of the appropriate follow-up and close out of near miss and incident investigations
- Collating and analysing HSE data and prepare reports to improve HSE performance for the area and/or business including external reporting as required
- Providing HSE expertise and support in incident investigations, regulator enquiries, TAR¿s, Projects and other special works
- Lead the development and enhancement of HSE knowledge with managers, supervisors and teams including contractors to ensure regulatory compliance within the Refinery area and/or business
- Supporting the Refinery HSE Manager and Team Leader in the development of the Refinery HSE improvement strategy, plan and direction
- Deliver the specific items identified in the Refinery HSE performance contract and area specific HSE improvement plan to agreed timescales
- As subject matter expert, provide detailed technical HSE knowledge and appropriate improvement recommendations to managers, supervisors and teams including contractors
- As subject matter expert, develop appropriate technical training material and assurance processes liaising with the Refinery L&D team
- Continuing professional development and maintenance of core HSE knowledge of an HSE professional
- Beyond the core HSE knowledge of an HSE professional, develop and maintain a deep thorough subject matter expertise on appropriate topic(s) relevant to refining operations
- Supporting colleagues on HSE matters including any specialised topics
- Participating in professional networks including the wider business, regulator, governmental and trade associations where required
- Provide coaching in a wide variety of different scenarios and influence managers and supervisors to help them understand and achieve good HS&E standards
- Could be expected to support and be part of the Grangemouth Site Incident Management Team
What you will need?
- Expectation is that the successful candidate holds, as a minimum, a Nebosh General Certificate or equivalent
- Preferably the successful candidate will have a Nebosh Diploma or equivalent degree level
- Experience working in an operating/regulatory HSE environment
- Excellent understanding and application of current regulatory requirements for HSE compliance
- Good working knowledge of HSE standards
- Experience of working on a COMAH site, preferably top tier
- Capable of identifying issues and supporting technical decisions and commitments on behalf of the refinery business in these highly regulated fields
- Excellent communications and inter-personal skills with the ability to present technical and complex concepts to a wide audience
- Self-directed with strong organisational skills and methodical approach to provide practical solutions to complex issues
- Ability to react quickly and work to tight deadlines
- Understand and support the business operation and optimisation requirements
- Strong influential skills with the ability to build relevant relationships and network
