NRL are currently recruiting for a Utilities Lead / Head of Utilities for work with an engineering consultancy supporting a rail project in Milton Keynes. This is an initial 6 month contract position.

About the role:
  • Development and implementation of the diversionary works design & delivery management process that aligns with East West Rail’s programme, commercial requirements, project goals, objectives and imperatives.
  • Working to support the EWR culture Health & Safety and the principals of the CDM Regulations 2015.
  • Development and delivery of the programme to commission utility diversions in a timely cost-effective manner to mitigate identified risks. This will include Non-Contestable and Contestable diversionary works, including the optimum selection of the best-fit contracting delivery model. 
  • Development of Utilities Design review and co-ordination processes, Project and Programme Management functions, Project Controls requirements, Financial & Commercial reporting requirements for the Utilities programme.
  • Ensure the co-ordination of contestable and non-contestable utility works into the main EWR design.
  • Establish programme readiness approach prior to the commencement of Utilities diversionary and new supplies works. Maintain oversite of 3rd party Utility delivery works, through Construction Management and reporting processes. Management of Utilities closeout, handback and completion processes.
  • Establishment and development of the Utilities team, including within that i) a Utilities Contract Management team, ii) a Utilities Delivery team to project manage the individual works and iii) Utilities support functions (design, project controls, commercial delivery, etc).
  • Identification and commissioning of Contractual Works Agreements with Utility companies, so as to procure design and delivery of utility diversionary works
  • Reporting into senior management of EWR. Identifying & forging key high-level relationships within the business to initiate appropriate, discretionary & timely escalation when needed.
  • Risk Management of Utilities works, including escalation and reporting requirements.
  • Creation and establishment of regional and national utility company relationships to ensure timely & cost effective 3rd party delivery.
  • Establishment of key enabling works requirements, delivered through the EWR Supply Chain and/or Utility Companies.
  • Commissioning of specialist Design, Programme Management and Contractor services to support the overall Utilities portfolio. These services will complement and support the development of key design requirements, legal protection and contract procurement, Connections requirements, together with project and programme management specialist resource.
  • Development and Management of the Utilities portfolio budget, so as to commission the Utilities projects and programmes in a timely manner, delivering best value for EWR, including realising cost share opportunities with the Utilities where available.
  • Management and development of the Utilities team, including resource allocation, team management and budgetary resource accountability.
  • Management of internal stakeholder interfaces that are key to support the delivery of the Utilities portfolio, including Commercial and Procurement, Lands teams, Consenting specialists, Legal Support, Finance, Contracting, HR, IT and other support functions. 
  • Management of external stakeholder interfaces that are key to the delivery of the Utilities portfolio.
