NRL are currently recruiting for an Electrical Estimator for a permanent position in Blackburn.

Our client operates in the Energy sector providing a comprehensive service including design and installation, operating decentralised energy generation and multi-utility network distribution schemes based on low carbon / zero carbon technologies.
The company also provides tailored energy management schemes to measure, monitor and manage energy consumption. They continue to produce energy efficient heat and power systems and consumption reduction solutions with long term cost benefits for clients in a broad range of markets including Healthcare, Education, Industrial, Commercial, Residential, and Local Authority.

The Role:
We have an exciting opportunity for an Electrical Estimator, reporting to the Proposals Manager. You will be responsible for successfully winning new work through preparation of accurate prime cost for electrical aspects of the bids.

This is a permanent, full-time role working 37.5 hours a week. Your main place of work will be the Head office in Blackburn, however there will be a need to travel to sites when required.

Duties:
Lead and manage work winning meetings/tenders with estimating, design and commercial staff to ensure proposals are produced on schedule and result in successful outcomes. Determine the technical and commercial approach to each estimate in liaison with the Proposals Manager.
Attendance at all tender launch meetings to agree strategy for the electrical bid.
Provide a bi-weekly update matrix to the Proposals Manager in relation to the electrical bid work detailing progress on pricing & design information. 
Fully appraise client or company requirements in relation to each estimate under your responsibility in order to ensure a complete understanding of the requirements so that each requirement is met.
Define the requirements relating to specification, scope of work, interfaces and other responsibilities including all limitations on the manner and timing of implementation and any other matters which might affect the cost for carrying out and completing the works.
Identify innovative solutions for the delivery of projects Attend pre-contract and handover meetings in conjunction with senior commercial staff.
Define and agree tender lists for subcontract and supply works including checking to ensure adequacy in relation to their conformity with company vendor database. Ensure that new companies to be considered complete pre- qualification questionnaires and are added to the approved database.
Complete take off of quantities as required. Take responsibility for ensuring that estimates take account of all requirements including commercial and/or contractual requirements.
Compile internal tender summary documents for presentation adjudication and approval by the Board.
Upon receipt of authorised tender summary documents, compose and collate information to be presented.
Compile accurate primes cost estimates compliant with the client or other agreed requirement.
Ensure, wherever company norms and internal rates are used that these are current at all times.
Ensure that all tender returns from subcontractors and suppliers are in full compliance with the requirements and are comparable with competing offers received.
Continuously review department processes and resources to assess suitability to achieve the aims of the department.
Manage the implementation of approved change and process improvement resulting from the above.
Maintain a good working relationship with Business Development; fully inform, assess and report on workload planning and deadlines for submissions.
Coordinate inter departmental input, arrange relevant meetings, tender reviews and sign offs.
Perform strategic evaluation of all incoming tender enquiries including identification of profit improvement plans, review assess and report on Risk and competition.
Ensure that all proposals are properly approved prior to submission.
Prepare and present proposals to prospective clients.
Accumulate and maintain a high standard of tender submission material.
Undertake post tender reviews, derive lessons learnt and feedback to the relevant departmental teams.
Produce reports based on recorded information relating to success rates and competitor analysis for example.
Coach and develop direct reports to achieve targeted goals and objectives 
Carry out other duties consistent with the nature, responsibilities and seniority of your post

The Person:
Several years’ experience in estimating, bid management &/or proposals with responsibility for large value projects or a number of lesser projects at one time.
A mix of Low Voltage (LV), High Voltage (HV), Building Energy Management Systems (BEMS), heat pump integration & Solar project experience is preferable.
Excellent financial awareness and understanding of the need to adhere to strict timetables to maximise profits and have the ability to identify potential problems and resolve them at an early stage.
Previous experience in managing and improving department processes and resources
Previous experience of liaising and managing inter department contribution
Previous experience of presenting proposals to prospective clients
Knowledge and experience of undertaking projects as the Principal Contractor.
Drive, excellent people management and team working skills.
A full UK driving licence

Education:
HND/Degree level
HND or degree qualification in a relevant subject is Preferred.
Membership of an appropriate body is also preferred.
