Expat salaries are typically significantly higher than the national average, particularly for senior, technical, or specialist roles. Professionals in the engineering, energy, infrastructure, and reconstruction-related sectors can expect monthly salaries ranging from UAH 80,000 – 160,000 (1,590 – 3,175) depending on experience and employer. Many expat packages also include housing allowances, transport support, private healthcare, security arrangements, and hardship or risk premiums, particularly for roles linked to international organisations or reconstruction projects.

Ukraine supports both traditional employment and flexible contracting models, particularly in IT and consulting.   

Common types of employment

Permanent employment – Open-ended employment contract governed by the Labour Code. Employees receive full statutory benefits, and termination is tightly regulated and subject to notice and legal justification Fixed-term employment – Employment contract with a defined end date. Employees are entitled to the same statutory protections and benefits as permanent staff during the contract term, but the employment relationship ends when the term expires Project-based employment – Employment tied to the duration of a specific project. While time-limited, workers remain employees under labour law and retain access to statutory benefits and protections for the duration of the project Agency / Labour Supply Model – Similar to the above models but employed by a licensed labour supply agency

Common types of contracting

Private Entrepreneur (FOP – ФОП) – A self-employed model widely used in IT and consulting. Contractors, operating as registered individual freelancers, invoice clients directly, manage their own taxes and social contributions, and do not receive statutory benefits B2B (Business to Business) - Contracting on a B2B basis with an end client via a local company (usually a Ukrainian LLC).

  • Fuel prices fluctuate often depending on regional and international oil markets. A litre of petrol tends to cost UAH 58 – 62 (1.15 – 1.23), while a litre of diesel costs UAH 55 – 60 (1.10 – 1.19) 

Vehicles drive on the right-hand side of the road in Ukraine. Expats can use a foreign driving licence temporarily, but must obtain a Ukrainian licence for long-term residence, typically involving theory and practical tests.
