Estonia has a flexible labour market supported by clear labour laws and a highly digital business environment. Both local professionals and expats can work under several types of employment agreements or operate independently as contractors. 

Common types of employment

Permanent employment contract (Tähtajatu tööleping) – The most common type of employment agreement in Estonia. It does not have a fixed end date and provides employees with full labour protections Fixed-term employment contract (Tähtajaline tööleping) –Used for temporary work or project-based roles with a defined end date. Estonian labour law requires a legitimate reason for using a fixed-term contract Part-time employment (Osalise tööajaga töö) – Employees work fewer hours than the standard full-time schedule, with salary and benefits usually calculated proportionally Temporary agency work (Renditöö) – Workers are employed by a staffing agency and assigned to client companies for a limited period

Sole proprietor/Self-employed (Füüsilisest isikust ettevõtja – FIE) – Individuals operate as self-employed professionals and provide services directly to clients while managing their own taxes and social contributions Private limited company contractor (Osaühing – OÜ) – A popular structure for freelancers and consultants in Estonia. Living in Estonia

Estonia offers a high quality of life, modern infrastructure and a strong digital culture. Cities such as Tallinn and Tartu combine historic architecture with thriving technology sectors and growing international communities. The cost of living is generally lower than in many Western European countries, although prices in Tallinn tend to be higher than in smaller towns and rural regions.

  • Monthly rent for a 2 – 3-bedroom apartment costs roughly €1,100 - €1,800+ in Tallinn, and €600 - €900 in smaller towns 
  • Public childcare costs around €0 - €300 depending on municipality 
  • Fuel costs fluctuate regularly, but are roughly around €1.70 - €2 for a litre of petrol or diesel 

Vehicles in Estonia drive on the right-hand side of the road. Expats can typically use their existing driving licence for a limited time after arrival, depending on their country of origin. Licences issued within the EU or EEA are generally recognised and can be exchanged for an Estonian licence if required. Drivers from non-EU countries may need to exchange their licence or pass theoretical and practical driving tests to obtain a local Estonian licence. 

Weather in Estonia

Estonia has a temperate seasonal climate with mild summers and cold winters. Summer temperatures typically range between 18°C and 25°C, with long daylight hours due to the country’s northern location. Winters are colder and darker, with average temperatures usually between -5°C and 0°C, although colder periods can occur. Snowfall is common during the winter months, particularly between December and February. Spring and autumn are generally cool and changeable, and the country sees moderate rainfall throughout the year.

New residents can often access free or subsidised Estonian language courses, particularly those who have recently obtained residence permits.
